Under the amended Building Standard Law in July 2002,
the Building Center of Japan (BCJ) started performance evaluation services
in terms of formaldehyde-emitting building materials.
The outline of evaluation procedures performed at BCJ is as follows.
A meeting will be held between you (the client) and the BCJ prior to the application of performance evaluation. Please understand that once the application is submitted, only Japanese will be used as a communication method between us, we therefore recommend that you have a Japanese speaker attend the pre-evaluation meeting. We believe the pre-evaluation meeting is one of the most important factors of a smooth procedure.
Documents necessary for the application, which must be prepared by the client, are as follows;
1 Performance evaluation application form 1 copy
2 Evaluation documents 8 copies.
Note: All the documents above should be written in Japanese.
Documents listed above should be submitted to the Building Equipment & Fire Safety Section of the Technical Appraisal Department either by mail or by hand. Office hours are daily Mon - Fri, 9:30 - 17:30. After we confirm that all the documents sent have no missing information, your application is formally accepted.
Note: After we accept the application, a meeting will be held concerning the test specimens such as size, specification, and other necessary issues.
Tests will be performed at the Tokyo Chemical Analysis Center (Kawaguchi City, Saitama) or Osaka Chemical Analysis Center (Osaka City) of the Japan Synthetic Textile Inspection Institute Foundation. We request that you send test specimens directly to one of these Centers. Our evaluators will judge the test results and a report will be made if your product/material is judged to pass these tests.
Note: Your attendance at these tests is not required
Based on the test results, a Performance Evaluation Committee Meeting will be held to review and evaluate your product/material.
Note: In general, it is not necessary for you to attend this meeting.We may ask you to correct or add information to the submitted application documents based on the results of the Committee Meeting if necessary.
1) Submission of the completed documents;
2 copies of the completed documents which include all corrections/additions based on the results of the Committee Meeting must be submitted to us.
2) Evaluation certificate issuance;
A performance evaluation certificate will be issued if your product/material is deemed to ensure specified performance based on the Committee Meeting.
